Overview
Norfolk Island Regional Council (NIRC) operates one of Australia's most unique waste management facilities. Unlike mainland councils, the island has no landfill, meaning almost every waste stream must either be processed on-island or exported to the mainland for further treatment or disposal. Combined with limited freight opportunities and significant transport costs, efficient waste management is critical to both environmental and financial sustainability.
To better support these operational challenges, Norfolk Island Regional Council partnered with PIVOT Systems to replace its existing custom-built waste management software with a modern, cloud-based platform designed around the facility's operational requirements.
The Challenge
The Council had been relying on a legacy custom solution that had served the facility for several years. While functional when originally implemented, the system had become increasingly restrictive and was no longer aligned with the evolving needs of the operation.

A Unique Waste Management Environment
Managing waste on Norfolk Island is unlike almost anywhere else in Australia.
With a resident population of around 2,200 people, the island operates entirely without a traditional landfill. Residual waste, recyclables and many specialised waste streams must be processed and exported from the island, often requiring expensive air freight due to limited shipping services, while some materials remain stockpiled awaiting sea freight opportunities. These constraints make effective tracking and reporting far more than an administrative exercise—they are fundamental to the long-term sustainability of the island's waste management system.
The Solution
Working closely with Norfolk Island Regional Council, PIVOT delivered a customised implementation tailored specifically to the facility's operational requirements.
Rather than replacing existing infrastructure, PIVOT retrofitted modern touchscreen terminals into the facility's existing operator housings. This approach:

The implementation also included seamless integration with the site's existing weighbridge equipment, allowing the Council to retain proven hardware while significantly improving software capability.

Implementation
Because of Norfolk Island's remote location, careful planning was essential.

Providing in-person implementation ensured staff were confident using the new system from day one while allowing workflows to be refined during commissioning.
