Improving Compliance and Stockpile Management at a Regional MRF

Overview
Tambo Waste operates a regional Materials Recovery Facility (MRF) in Victoria, processing recyclables from council contracts and commercial customers. To improve operational oversight and support compliance with licence conditions, Tambo Waste implemented Pivot Systems at its MRF site.
The system now forms the backbone of their waste tracking, stockpile management, and reporting processes — with integrations to their weighbridge and number plate recognition (NPR) camera.
Background
Tambo Waste is along-established regional waste and recycling business with operations across East Gippsland and Wellington Shires. At their Bairnsdale MRF, the company handles incoming recyclables, processes material for on-sale and further processing, and manages a dynamic series of stockpiles that must remain within EPA licence conditions.
Prior to adopting Pivot Systems, Tambo Waste used a mix of paper-based forms and spreadsheets to track load movements and manage stock volumes. While these methods were familiar, they were time-consuming and heavily reliant on manual entry, creating inefficiencies and limiting visibility across the operation.
The Challenge
Tambo Waste needed a more efficient and transparent way to manage:
- Real-time tracking of incoming and outgoing material,
- Stockpile volumes and composition across multiple storage areas,
- Compliance with EPA licence conditions regarding material throughput and stockpile limits,
- Integration with existing weighbridge hardware.
The existing system of forms and spreadsheets created duplication of effort and made it difficult to generate clear, timely reports — especially as the business grew and regulatory oversight increased.
The Solution
Pivot Systems worked with Tambo Waste to roll out its cloud-based waste facility management platform at the MRF. The system was configured to match Tambo’s operational requirements, with particular focus on:
- Integration with the site’s existing weighbridge
- Installation of an NPR camera to automate number plate capture and vehicle/accounts in the case of existing customers,
- Stockpile management tools that allow staff to track volume, material type, and movements in real time,
- A simple user interface for site staff to record and reconcile load data with minimal manual handling,
- Self-service reporting dashboards for management to monitor performance and compliance.
Implementation Success
Since implementing Pivot, Tambo Waste has significantly reduced the manual workload associated with tracking, reporting, and compliance. The stockpile management functionality has become a key operational tool — providing the data needed to maintain compliance with their operating licence, while also supporting decision-making around material sales and processing schedules.
The system has improved confidence in data accuracy, streamlined daily workflows, and allowed management to keep a closer eye on stock turnover, input volumes, and customer trends.
